The word years is a plural countable noun, so the gap needs a word that tells how many, and several does that job. Severe is an adjective meaning harsh or intense, so it could describe weather or pain but not a count of years. Asking what the neighboring noun requires is faster than comparing meanings, because the grammar of the slot rules out one candidate immediately.
