RESPA, implemented through Regulation X, was written to make settlement costs transparent so consumers can compare providers, and to eliminate kickbacks and referral fees that inflate those costs. Early cost estimates serve the first goal because a shopper needs numbers before committing to a lender. The Section 8 limits on paid referrals serve the second goal, since business steered by payment rather than price pushes charges upward for the borrower.
