The state's highest court holds inherent authority over admission and discipline of lawyers in the state, so a statute that tries to displace that authority is unlikely to control. Courts treat regulation of the bar as part of the judicial function, and the disciplinary rules a lawyer must follow are the ones the high court adopts. Legislation may supplement the court's rules, but it generally cannot take over the decision.
