Both HFOs and HFCs are strictly subject to the Clean Air Act Section 608 Venting Prohibition (it is illegal to knowingly vent either). However, under the AIM Act phasedown, HFCs are subject to production/consumption allowance reductions due to their high Global Warming Potential (GWP), whereas HFOs (with low GWPs < 1) are not subject to baseline allocation phasedowns.
