The Appropriations Clause, Article I, Section 9, Clause 7, states that no money may be drawn from the Treasury except in consequence of appropriations made by law. Because the clause ties every payment to an enacted appropriation, an agency cannot spend on its own judgment of need. This clause is the root of fiscal law controls such as the Antideficiency Act.
