Convert the time to a fraction of an hour first: 15 minutes is 15/60, or 0.25, of an hour. Multiply the speed by that fraction rather than by the raw minute count -- 24 knots times 0.25 hours equals 6 nautical miles. The trap is multiplying 24 by 15 directly; knots are nautical miles per HOUR, so any sub-hour duration must be converted to hours before multiplying, not treated as if the unit were minutes.
